I have a Dell XPS 420 with a built-in webcam and my OS is Windows 7 Home Premium 32 Bit.
My problem is that I can only open the webcam when I’m on Skype.
How can I open the webcam normally?

I’m not sure what you mean by normally, but a webcam is kind of like your speakers. It works in programs that are made to use a webcam, but doesn’t have its own program unless the software that came with the webcam includes some sort of camera software.
My Logitech webcam came with a disk, and had some software for using the camera to take pictures, but when I moved it to my new computer, I didn’t install the CD and while the webcam works with Google hangouts and other programs, the only way I can access the webcam directly is through the control panel.
I wish I knew what you wanted to do with the webcam, I might be able to help you find some software to accomplish your task.
