I have windows service pack 3 installed. Question is this, on my control panel service pack 2 is still there. Can I safely remove it to clean up some space, or is it best to leave it there?

No, you should not remove service pack 2. According to Microsoft, you need to have the 2nd service pack installed in order to install the 3rd service pack. This way, they didn’t have to include everything that was in SP2 all over again in SP3.
